The UK’s largest water reuse system sits idle in Cambridgeshire, a stark reminder of the country’s misaligned priorities when it comes to water management. This summer’s drought has exposed deep-seated flaws in Britain’s approach to water conservation, where outdated regulations are stifling innovation and jeopardizing the environment.

At Eddington, an urban development on Cambridge’s outskirts, a state-of-the-art water recycling system is collecting dust due to bureaucratic red tape. The system, designed by Cambridge Water, aims to reduce water consumption by 25 litres per person per day through rainwater harvesting and grey water reuse. However, the Drinking Water Inspectorate has deemed it unlawful under the 1991 Water Act, citing a strict interpretation of section 70.

This regulatory stance is at odds with international best practices. Belgium and Germany have successfully implemented large-scale reuse systems for over two decades, with mains water use averaging around 90 litres per person per day – significantly lower than England’s 140 litres per capita. As the UK hurtles towards a predicted water demand gap of 5 billion litres a day by 2055, policymakers must acknowledge the pressing need for change.

The UK Water Reuse Association has been vocal about the urgency of this issue, with chair Lutz Johnen urging swift action from government. Despite promises from Labour ministers to switch on the Eddington system by 2026, little progress has been made. This is a stark example of bureaucratic inertia in the face of an unfolding crisis.

The Drinking Water Inspectorate’s creation of a framework for rainwater harvesting and grey water reuse in March was seen as a step in the right direction. However, its report recommending changes to the law remains stuck in limbo. The regulator claims that using rainwater and grey water for non-drinking purposes poses risks to public health.

Water companies across the country are struggling to meet increasing demand, leading to draconian measures such as hosepipe bans. As millions of pounds continue to be invested in the Greater Cambridgeshire area, touted as a key growth zone despite its water scarcity, it becomes increasingly clear that our policies are out of step with reality.

The situation at Eddington is not unique. Britain’s continued dithering on water reuse will only exacerbate its water woes, leaving future generations to pick up the pieces. Europe is forging ahead, demonstrating that with proper regulation and investment, water conservation can be a cornerstone of sustainable development. The clock is ticking – what will it take for Britain to acknowledge the imperative of water reuse?
